Internal Memo MX-219-355-8912

TO: Chief of Operations, Covert Substance Administration/Development

Subject P was apprehended by local police at Club Bacchus, Baltimore, Maryland, and shot twice. Field agents (Cooper and Lynch) made contact with local authorities after subject was transported to South Baltimore General Hospital. Immediate deep cover was initiated, and police officers Wiggum, Flanders, and Molloy were debriefed and ordered to maintain silence (surveillance of aforementioned officers is ongoing) as were hospital personnel in attendance (also under heavy surveillance; see attachment 1). One witness, an unidentified homeless man being treated for tuberculosis, was neutralized by Agent Lynch after he threatened to call a local television station to report the "monster." (attachment 2.) Subject P was relocated to DREAMLAND.

Subject P's girlfriend has been located and is in a state of shock. Heavy surveillance is in effect. She is likely to be problematic. (attachment 3) If her disappearance can be arranged, it is recommended she be submitted to the program immediately.

Subject P apparently overdosed on experimental substance LHS-7, code named "Male-X." Effects were the most severe on record, with pronounced disfigurement, hyperphallic enlargement, and severe psychopathology. Disfigurement and psychological distress are likely to be permanent (see Case #220-98-2250, Subject G).

Recommendation: Subject P should be kept in secure facility for observation, under heavy guard. ARCADIA-5 Safe House is an option, as subjects G and L were held there until their neutralization, and conditions were found to be optimal. If subject P can be maintained safely, and shows adjustment to his environs, we should immediately proceed to the next phase of the operation (introduction of subject P to a member of the GYN-X group).
